i'm currently on a quest for the guildmaster in woverine hall, where i have to find Galur Ritharis papers. I've asked at the bolmora book shop, and was told to try Vivec. So i went to the rare book store in the foreign quarter, but was told to try the library in the halls of justice(and that this library was hidden).
The problem is i can't find a Library in the halls of justice.
The only Libray i can find is in the halls of wisdom and the papers aren't in there.
So has anyone completed this quest, if so please help.

Go into the Hall of Justice "Office of the Watch" and you'll see a locked trapped door on the floor, half covered by carpeting. Just use a strong open spell or pick the lock.
