How do I get quest about 'swamp madman' ??
I've done all quests for Voronin and Lukash (they started a new cycle). I now suspect Codger (trader of Freedomers). I can't get 'clean village from bloodsuckers' from him, the only option I have after he proposes the quest - "Not now". The thing is I cleaned the village before talking to him when I was doing quest for Hunter. And the most annoying part is that I need that Crystal Codger proposes for the quest. Good thing I got at least one from Lukash after certain amount of finished quests for him.

As for the second quest- it appears to be much more complicated. A certain 'Murky' or 'Cheerless' or something like that ('Угрюмый' in Russian) activates a possibility to get the quest 'Kill bloodsuckers' of Codger. BUT under a certain conditions - either before talking to 'Угрюмый' one needs to take and finish the same quest from 'Hunter' in the Bar, or take it and discard it after. Also, the possibility may (just a guess) work only upon first visit to Warehouses.
Who is this 'Угрюмый' guy?

Max is the guy near the fire inside the Freedom base. When you get the mission from Lukash to eliminate the Duty squad, Max will lead the Freedom men in the attack. In fact, Lukash tells you to go talk to him before the attack. Only after that you'll be able to get the mission from Max to get the flash drive from the crazy stalker. Of course that you have to make sure that Max doesn't die in the attack. The mission itself is really not worth it: he promises you a Desert Eagle (Black Kite) pistol as a reward, but in the end he ends up giving you a very dull Walther P99 instead.
The 'Угрюмый' guy is called 'Murk' in the english version. He is at the entrance to the Bloodsucker village in the Army Warehouses, near the fire, usually with two other stalkers nearby. You can get the mission to kill the Bloodsuckers in the village from either Murk or Skinflint (the Freedom trader's name in the english version), the latter giving you the reward (a Crystal). However, I've had the same problem as you in my last run through the game. I really can't remember how it happened, but I believe that I went there to perform the quest for Hunter, and ended up killing all the Bloodsuckers. Then I talked to Murk who, instead of giving me a mission to clear the village, told me to talk to Skinflint, and when I go talk to him I also get the 'Not now' option. That was quite annoying, because on previous runs I ended up getting a lot of Crystals by performing that quest a few times.

Yep, almost the same here too, except I wasn't told to talk to Skinflint. I'll try to talk to Murk again after talking to Skinflint. Or to accept the quest from Hunter again and talk to Murk and Skinflint after that.
PS: Nope. Doesn't work - there still is only one option of dialogue with Murk no matter what - that he saw me drunk etc. and he doesn't send me to Skinflint.

I think that he's only supposed to send you to Skinflint after you've accomplished the mission of clearing the village of the Bloodsuckers. And that only happens if he gives you the mission in the first place. I think that's what happened to me. I killed all the Bloodsuckers without being given the mission to do it, and now I can't get it from neither Murk or Skinflint.
