Merchants shouldn't have random items... the leveled item system only works with daedra and npc weapon's and shields... spells, misc. junk, scrolls, etc. are not random

Well first of all I haven't seen one yet and secondly I'm not a mage and I wouldn't have the skill to cast it.
I've given up searching for the scroll anyway I'll just try my best to raise my security skill.

I believe there are merchants selling these scrolls in one of the Telvanni Towers (Tel Aruhn maybe? Perhaps Tel Vos?)

Yes I've thought about enchanting but it cost so much and I can't find an item which will hold enough enchantment to always open level 100 locks.
I think I'm beginning to sound like I'm whining about this - this isn't my intention - lock picking is part of the game and everyone has to open locks sometimes its just I can't understand why I can't find those 'lock splitter' scrolls with my current character.
