I think it might be an activator for a vampire quest, sounds kind of familier... Guessing that it's used in the vampire slayer quest, but I'm not sure...
Scripts that are activated when you enter a cell are usually attached to objects your not supposed to see or notice... they might be under the ground, behind a wall, or just a random looking static object.

Kind of a funny situation. I also found a chest (or was a lot bag) under one of those circles with dead peoples dust. I guess that one of the devs must have forgot it in there. :cheeky:

Probably refers to Lucan Ostorius, a thief who asks you to deliver some weapons to Ald'ruhn (he can be found west of Bal Isra). If you enter the city and leave without giving the weapons to his contact at the Rat in the Pot, he'll appear behind you and remind you of your promise (in a very hostile way). That scriptholder location is probably where he appears.
