It's a point for a camera to look at. It works if you use the matinée. It's not as functional as the usual UE 2.5 matinée tool but it works. I used it when I was making (

To the camera, to be precise. I used a triggerscript, check the Matinee section in Actions. You can trigger it anyway you want, by starting the level, using a button/lever, etc.

Not much really, most of those features are broken in T3ed. You could use it to make camera move but without any effects, so it would be useful if you plan to record a video footage as a base for your cutscene, you won't be able to make any decent in-game cutscene using this. Even if you use effects like fade in/out with scripts (screen tinting), it won't work.
