Voltage isn't what's important... Insulation (Boots), dryness of the skin, and the fact that electric fences are only electrified in short bursts that come every second, or so means that they aren't the DEVICES OF INSTANT DEATH that people make them out to be... I should know, I tripped onto the one in my backyard :erg:

More specifically, P(ower) = V(olts) x I(Current). If either is very small the other's size doesn't matter.
In fact, if the total power is small you generally prefer higher voltage, since (except at the point of entry) you won't even feel that. Cue links to Tesla's experiments.
I'm also fairly certain a lethal electric fence would be illegal in most places.
