I just listened to it again and for me it sounds like Hochdeutsch. If there are traces of a dialect then they are way too subtle to distract me. I don't like the German voice much and I generally agree with you about sfx work etc.
But consider that if you were a native American you might find the same amount of Boston dialect in Terri Brosius's voice.

Yeah for me it sounds like "normal Hochdeutsch", too. Maybe he is distracted by the lisping a bit. Anyway, it's mostly about the first impression you get from the game. When i was like 12 i played SS1 for the first time and back then i chose the german version, so i guess it just grew to me. Like i said, after first hearing the "original" voice i found it kind of arkward. Only as i began to play the game in english i came to acknowledge the original voice over time. Well nobody can be objective but if i'd try to be as objective as i can (i played both versions over a long time), i'd have to say both versions are pretty good. Of course for all people who don't speak native german and hear the voice for the first time it probably will sound strange.
It's the same with all subs/dubs in movies, too. Most of the time, the original voice/text is better. A good example would be japanese Anime (for us to talk about, since i guess almost noone here speaks native japanese). If you compare the voices, the original ones may fit better, but the english voices aren't that bad either.
Only problem i have with stuff like this, is that translations aren't always that precise or good.
Maybe you know the US series Heroes. In the original version the characters Hiro and Ando do speak japanese with english subtitles. In the german version it's very very arkward since everyone speaks german, including them (in the original everyone speaks english of course, except for Hiro and Ando).
