1. Are you in the Thieves Guild? If so, once you rise to a high enough level, Sugar-Lips (guild steward in Balmora) will always have Master Lockpicks to sell. And by that time, you'll have more than enough gold to be able to afford it.
2. ANY cave or tomb that has smugglers will have at least one Thief. They always have Apprentice or Journeyman lockpicks on them (to steal, not to buy :) )
3. Hydroglicerine (not his real name, but that's close. One long word, beginning with H) He's the Master Trainer for Security. Has a house in Balmora. He also has picks for sale.
4. So does the female Khajitt in the basement of the South Wall Corner Club (Thieves Guild HQ) in Balmora.
There's a lot more answers than that, and I have no doubt that someone will be able to help you more than me. But that's at least a start.

Aiight I got you on this one...
1st go to balmora, then on to the fort south of there, once inside I think you need to go to the north west door, which should lead down a ramp to a guard a room with bunk beds.
get the mission to "Kill the bad people" from the guard there, you'll need to listen to his "little story" then back to balmora, to the council club..AKA Commona Tong hideout. anyways if your slick you can go inside walk down stairs, past the bar and down a ramp again, there is a chick here with I think 10 lock picks and you need to kill her anyways, be warned everyone in there is going to attack you so If you dont have the power need to kill them all just gulp down an invisibility potion and get the hell outta there once you kill her.
anyhow thats the best place I've found early on in the game.

Hyrdoglicerine is actually Hecerinde or something similair to that. That damn font that Morrowind uses makes it hard to decipher 'c' and 'e's. In Caius Cosades house he has a lockpick and a probe, dunno what level they are though. If you're in the Morag Tong and know the secret entrance to it (which is at the Vivec Arena), there's a set of lockpicks and probes on a piece of paper. If you don't know where it is, here it is under spoiler-proof highlights!:
Go to the Canalworks of the Vivec Arena, and under there you'll find a door to the Arena Storage room. If you don't find it, go to the other Canalworks on the opposite side of the Lower Waistworks. Anyway, when you find it you'll open the door to some rats. They're easy to kill, so just waste them. Go to the door that's on the left. There's two, I can't remember which one it is though, but I think it's locked. Well when you enter here, there's a rat hiding behind the door, and then you'll see the lockpick and probe on a piece of paper opposite the rat. If you're facing the paper, just to the right hidden somewhat by crates is a trapdoor which leads to the Morag Tong main guildplace!
Hope this helps

Right, Hecendre sells secret masters, which are good, and respawn, if you do all the Thieve's Guild quests you get the artifact lockpick, which is good, and once security gets high enough, you'll realize you have more lockpicks than you'll ever need.
