your best bet is to join the theieves guild and visit the fence in Bruma (I am sure other have them but that was my source) and buy 100 at a time, and then you just have to practice the mini game, atleast until your an expert then auto attempt works faster if you dont mind breaking a few on the higher locked chests... or boost your alteration and use open lock spells tho intelligence may limit this depending on your level

1: duplication - get a bow and some arrows of any kind equip the bow and arrows and pull back the bow and keep it held back hit B then select the arrows then drop the item you want to duplicate the duplicates are eqaul to how many arrows you have equipped some items cannot be duplicated and they are thrown around individually dont make more than 200 copies at a time.
2: skeleton key - there is a shrine on the east side of leyawin follow the road east and somewhere along it should be nocturne shrine if you do her quest she will give you a lockpick that never breaks and unlike morrowind does not run out of uses.

But then in Morrowind the Skeleton Key is not as needed, lockpicks are much easier to find and last longer.
GGG the mini game here is the screen which opens up as you try to pick the locks - can you lift them up and catch them in place.
For obtaining lockpicks one option is to use the bloke (and I can't remember his name) who stands outside the Imperial City. Go to the main entrance, but not into the city, and follow the wall northwards past the stables. He's up there, and no need to go too far, it's only a short walk.

Bandits are also a good source of lockpicks, my theif gets all her lockpicks off bandits, its not the most reliable source of a large number but if you go bandit hunting occasionally you can keep your lockpicks up.

I think GGG actually needs "An Gamer's Guide to Lockpicking in Oblivion"; anyone got one? Particularly the XBox 360 version. I do not have since I am on a PC.
GGG, maybe you have always been using the Auto-Attempt option for Oblivion lockpicking. Have you tried doing it manually by playing the Lockpicking minigame? Once you get used to it, picking locks would not be so hard, and you are less likely to run low on lockpicks.
Keep practicing, and you may soon join the ranks of Experienced Oblivion Lockbreakers who often open 5-pin (Very Hard) locks using Novice Security Skill without breaking more than a handful of picks (if they even break any).
