I think you can buy Master Lockpicks and Probes from a guy in Balmora. He is part of a Thief Quest, IIRC.
I can't remember what house he lives in, though.
Whether or not you will pick a lock actually depends on your skill in security and the kind of lockpicks. The better the lockpick the bigger the modifier to your chance of opening the lock.

yeah but you cant open a level 50 lock with an apprentices lockpick.

the only thing better than a grand masters lockpick would be a spell. you can get masters lockpicks from sugar lips in the south wall in balmora.. she always respawns them so she never runs out.

Guess no master thieves posted yet...
The skeleton key can unlock any lock in the game no matter what your security level is...
If you have high enough security skill, you can unlock any door with any pick...
A lvl 80 security char could unlock a lvl 100 lock with an apprentice pick...

There are also Secret Master lock picks that regenerate their uses slowly. Hecerinde of Balmora sells them IIRC.

The SM lockpicks were removed from Hecerinde in one of the patches.
