Alright i have looked four times for this manor and once i even had levitation. I can't find it do i have to creat it in the editor or what is the deal with it.

Is it the Hlaalu stronghold you're talking about? I think it's on the Odai Plateau...(marked on the south west of your paper map, downstream from Balmora)
