I don't know if this has been found before, but there is a simple way to get a custom image to display on a map's loading screen (rather than the default Garrett standing on a rooftop). Just put a .dds file in the CONTENT\T3\PCTextures\DynamicallyLoaded folder, with the same name as the ibt it will display for.
For example, if you have zSchism installed, put a file in that folder called zSchism.dds, and it will display while the mission is loading. All the loading screens for the OMs are in there too.

Have you had a real custom one work?
I tried making customs for Townhouse, but it never worked except as a copied version of one of the originals, I think because mine ended up being 600-some KB, while the official ones are all 512Kb.

Mine was actually a copied version of an original as well - though I assumed it would be the same process for custom ones.

I'm using a plugin for a different program on the wrong version. (Nvidia Photoshop plugin on PaintShopPro 8, so it screws dds files up now matter what I tell it to do anyway)...
I think I had it work once when I loaded the bmp image into UT2k4, then exported as dds, but I can't remember how I got it to work because it only happened once.
Again though, not something I've been extensive in testing.

I know this is thread necromancy, but any chance of getting the .psp converted into (
http://www.gimp.org) the GIMPs file format? (.xcf)
The problem is, Paint Shop Pro and Photoshop aren't free, while the GIMP is.

IrfanView is free & it reads psp & converts it to a gimp friendly format:
