To become a councilor of House Redoran I have to shut down the Caldera ebony mines, but I freed all the slaves there my first time through Caldera and my brother says I broke the quest. He said kill the mayor of Caldera and I can finish the quest but Llethri still doesn't recognize the secret ledger or anything. Is there any way I can finish this quest if I have no slaves to talk to at the mines?

this belongs in the spoiler forum i think...
[spoiler]There are 2 ways to shut down the mines, free dehlana the head slave, she's in one of the slave shacks i think(which you probably have visited already and freed the slaves in them...) and kill the owners of the mines, talk to the people in caldera about shutting down the mines, and they'll give you the names of the owner.[/spoiler]
