Well, you picked the right time to come here, as we are now European Capital of Culture 2008 :D. So there will be lots of extra cultural activities, in addition to the usual stuff going on right now.
I dunno, I guess it depends what you like. There's plenty to do in the way of museums, art galleries, theatre, stately homes, parkland, bars, clubs, sport and what have you.
I definitely recommend visiting the (

http://www.liverpool08.com/) Liverpool 08 websites for as they have more information than you can shake a cruddy stick at.
Obviously as a resident I have my own personal favourites, the things I wouldn't hesitate to recommend to a visitor.

http://www.visitliverpool.com/site/product-p8033) St Georges Hall - Generally regarded the finest neo-classical building in the world, and the mosaic floor is incredible if you get to see it (although it's often covered, to protect it).

http://www.visitliverpool.com/site/liverpool-anglican-cathedral-p9023) Anglican Cathedral - Yeah, I'm an atheist, and even I love this place. It's the fifth largest cathedral in the world. Standing inside, gazing up at the magnificent high ceiling is the closest I have ever felt to God.

http://www.visitliverpool.com/site/metropolitan-rc-cathedral-p8045) Metropolitan Cathedral - Liverpool is somewhat fortunate in having two cathedrals. This (the Catholic one) is the least impressive of the two, but well worth a visit, if only for the stained glass windows. The two cathedrals are situated at opposite ends of Hope Street. Sweet!

http://www.visitliverpool.com/site/attractions/world-museum-liverpool-p8573) World Museum Liverpool - It's a museum. I particularly like the fish, the bugs, and the Egyptology section, although the latter is undergoing renovation until August. Bah.

http://www.visitliverpool.com/site/attractions/walker-art-gallery-p8490) Walker Art Gallery - Almost next door to the museum, right near St Georges Hall. If you like your Old Masters, I'd come here.

http://www.visitliverpool.com/site/attractions/tate-liverpool-p17814) Tate Liverpool - On the other hand, if modern art is your bag, this is the place to see. I understand it's the most visited art gallery outside the capital.

http://www.visitliverpool.com/site/attractions/merseyside-maritime-museum-p8987) Merseyside Maritime Museum - This is near the Tate at the Albert Dock. Liverpool became rich as the world's most important port and the second city of the British Empire, so the maritime history is pretty important in the scheme of things.

This part of the city (along with the Albert Dock) is a UNESCO World Heritage Site. You can also take a cruise here on the fabled Mersey Ferry, the world's oldest ferry service, although commuting in every day via the same has taken any romance off it for me.
There's quite a bit more, but it rather depends what you're looking for.
