Here's a small list of powerful weapons, armor and magical items you can get at any level in Oblivion. As far as I know they aren't levelled, though I haven't checked the CS. Let me know if I'm wrong. And by all means please add to the list. I'm sure there are more.
* Umbra (Daedric longsword)
Daedric longsword with Soul Trap enchantment. Available in Vindasel, Ayeleid ruin NE of Pell's Gate. Defeat Umbra by using paralyzing potions, jumping onto a stone pillar out of her reach, or leading her on a chase to the Imperial City and letting the guards there kill her. Umbra also wears ...
* Ebony Armor (Umbra's armor)
A complete set I believe.
My mistake. This armor is levelled after all. Its stats increase as you increase levels.
* Honorblade of Chorrol (Ebony longsword)
By completing the Separated at Birth quest which you can get in Chorrol. a few days after escorting the twins to Weatherleah, you are approached in Chorrol with an offer to find this weightless sword.
* Ring of Eidolon's Edge (+7 Blade and +7 Block ring)
By completing the Whom Gods Annoy quest in Leyawiin. After disposing of the Staff of Everscamp you will be rewarded with the ring.
Also levelled. It becomes more powerful. However a +7 boost to Blade and Block is pretty darn good and perhaps the best you can get a low levels.
* Elven (light) armor
In the Fighter's Guild quest Azzani Blackheart, you travel with Oreyn first to Arpenia then to Atatar. In Atatar, the end boss wears a complete set of elven armor minus the helmet.

If you do the "Unfriendly Competition" quest there's an unlevelled enchanted elven mace named Calliben's Grim Retort stashed in the mausoleum:
Absorb Strength 5, 20 sec
Absorb Blunt 8, 20 sec
Frost Damage 10

I feel stupid asking you of all people, but ARE YOU SURE? Isn't it always Ebony? How can plain Ebony Armor be leveled?

It looks the same but the stats are different.

Quite right. I had another look and it's labelled "Umbra's Ebony Armor," instead of just plain Ebony Armor. That's how it can be levelled.
I went back to edit my original post. This forum used to be pretty liberal about allowing HTML in posts. As I recall it rejected stuff that looked like Javascript but just about anything else was fair game. When did this change? Or do I just not know the secrets?

two words of advice......
1) dont get umbra until you start the quest. it breaks the daedric quest so you cant do that or the final one....
2)not getting umbra.... go straight to the IC waterfront. climb onboard the pirate ship so they attack you, then runaway and let the townsfolk take care of it. there are 3 pirates with 3 cutlasses, doing 5 damage. in my opinion, better than iron longsword and breaking the quest.

Don't forget fin gleam, the enchanted glass helmet underwater off the western shore of an island just west of anvil. Non leveled, with night eye and water breathing, and a useless level of detect life.
