talking of limits, what size are characters in T3? my level is made to UT2k4 spec where characters are about 88-96 Uunits tall.
Ravenshield had characters as 192 Uunits tall.

Personally I would happy with self contained levels the size of the TDS missions - Hightowne Museum, Cradle, Widow Moira etc. which, according to null's statement, appears a feasible task.

You keep saying that word. I don't think it means what you think it means.
Inconceivable!

Well 8 Feet (the average height of a room) appears to be 64uu. So I'm guessing they scaled it down. Try working in feet. Avg. person = 6ft tall. Avg. Room = 10Ft. Avg. door = 8ft tall, 4ft wide.

my level is probably useless then, as it is scaled to the default UT2k4 avatar sizes.
yes you could scale down the BSP, but believe me it would tear like crazy and be impossible to work with. :(

2 load zones in TDS = 1 load zone in the editor.
2 load zones in the editor = more than 1 T1/2 mission.
:)
And even then, it's being a little generous with loading zones. Two load zones in TDS does not necessarily even need 1 loading zone. It will come down to optimization and such. Upgrade the RAM as much as possible and restrictions will become less.
One poster's idea about using the zones as points to teleport the player to another city or on a boat ride to an island is very good. Also, many of the people who made FMs created several missions which linked together, right? Use that same idea. Create your campaigns like that if the levels are becoming very large.
