OK, I'm doing that Raven Rock mission where I ned to talk to that outlawed Nord w/e his name is about the Straleim, but he won't talk to me! I killed him once and it recked it, what do I do?????

Load a save game. Or I think you can talk to the guy back at the fort.

There's a chick nearby hiding behind some rocks. She should attack, but doesn't. Kill her, then talk to the Nord.
