[devils advocate]I dunno. Is this any worse than surgically ablating parts of animal's brains just to see what will happen? Or breeding animals that are genetically predisposed to diseases? Or electrical brain implants to induce fits (or whatever you want)? It looks macabre, and given the age of the experiments it's unlikely that the methodology would withstand critcism by modern standards, but let's not forget that the earliest surgeons performed amputations in public, for show, in unsterile conditions and with only alcohol as the painkiller. Scienctific progress has to start somewhere, somehow. If we are doing face and limb transplants why not head transplants? Or should that be body transplants? [/devils advocate]

Not claiming my superior scientific intellect here... But that supposed head that is kept alive in the video appears to be a hoax.
1) you can not see the actual severed part of the dogs neck.
2) when they beat the hammer on the table the dog lifts it's head at the noise.
Now, again, i am not of superior intellect here... but if the dogs head was severed, how could it lift it's head? do you not need muscle and tendons to do this? The neck muscles which would be required to lift ones head would be attached to the body by tendons. But if the head is severed from the body, this would be impossible.
Dog is lying under the table with it's head through a hole in said table all doped up on sedatives....
Just an observation.

I suppose it depends on whether you agree with medical research at all, since those examples are fairly standard and are pretty tame (in terms of squeam inducement) compared to some of the stuff that goes on. Experimental cat brain surgery for example, or human stem cell implants into animals.
