English originates in GB. Electric light originates in US. Flashlight is merely a portable light, English colloquilism is "torch", understandable how there was some confusion...
If you run out of bioelectrical energy, you can still activate the light augmentation in your eyes. Simply repeatedly hit your light activation key, the light will come on for a VERY short time, but repeated keying will allow you to find the weapon upgrades....dependent upon how fast you can hit that key.

I never had any trouble ... with TRAINED in the swimming skill you only need to go under once, and you don't have to turn on your flashtorch until you're actually through the hatch.
[SPOILER]You can also throw a TNT crate in the water near the boat and shoot it from afar with the pistol ... that'll blow open the hatch, preserving precious lockpicks. :thumb:[/SPOILER]

The method ignatios gave there for opening the hatch is the one I use every time, unless I'm playing a special game 'mode' (like no lethal weapons, or knife/baton-only). I can then do the whole thing with untrained swimming, getting the nearest two crates only (I don't use shotguns). I lose no health, and maybe use about 4% of my light, at most.
