I'm trying to get to that big floating rock above Vivec. So i drank a Quality Rising Force potion. I looked up at the rock and pressed forward, that only resulted in me gliding across the tempel courtyard. I hear a constant buzzing noise, kinda like i'm jumping 10 times a second. Encumberence 246/320. Drinking more potions didn't work. When i go to 3th person view i see myself in jump-position and a purple circle at my feet. What am i doing wrong.

Had it happen before. Wait until the levitation wears off, then exit. Should be fixed once you bring it back.
