Hello!
I'm in Vivec, and managed to get myself into a small pickle!
[SPOILER]I used my Divine Intervention to see where I'd go, and fetched up at the Vivec Temple. Wandered north to the Palace, and used my excellent lockpicking/disarming to bust into the see Himself, Vivec, floating over a small pool. He wouldn't talk to me, so I read the four scrolls behind him with great interest.
I'm level 37, and have barely covered Morrowind as of yet, making very little progress on the main quest as I've been quite distracted with my various other quests. I'm in the Thieves' Guild, the Morag Tong, the Mages' Guild, House of Hlaalu, and of course the Blades. So I reloaded just before entering the Palace, figuring I didn't want to know the end game before I was ready.
Onward, to a few shrines, one which blesses me with luck and mercantile, and the other which gave me levitate.
Now here's the pickle - I think I'm levitating for a full day. Cool on the one hand, but it doesn't allow you to land and thus, sneak. Which I do quite a bit, being the thiefy character I am.
I flew WAY up high to check out the big floating rock in the sky, whereupon I was attacked as soon as I entered, again because I can't sneak. I have a save before that, and I know I can simply rest for 24 hours, but I'd love to use this to get around AND to be able to optionally land.
Is that possible?[/SPOILER]

Not that I know of. I haven't ever seen a mod that enables sneaking while levitating (or landing, whichever you prefer). The best I can say is to search for a mod that does this. Or wait to see if anyone else knows of one.

Would a constant effect enchantment for a few points of levitate work? Then you could remove it at will.

You need to soul trap either an ascended sleeper or a golden saint in a grand soul gem to enchant something with constant effect.

On a side not, you can't rest while levitating but you can fast travel which will use up the time on the blessing and you can dispell it with the dispell spell.
With an enchantment you probably won't be able to get a constant effect strong enough to give you any decent speed unless you enchant a daedric shield so I wouldn't rely on it to get around.
Potions of levitate work too.

Best way to get around:
Enchant an item with:
fortify enchant skill: enough to get your skill to > 100 duration 5 seconds
fortify acrobatics: As much as you can fit on it
highjump? whatever it is called
both duration 1 second
and slowfall 0 points
duration 5 seconds.
Then you use this item for a LOT of charge but each succesive use only costs 1 (due to your boosted enchant skill) so you just have to click every 5 seconds with it and you fly through the air! i could leap over vivec in about 2 bounds I think. The slowfall means you don't take any falling damage. Just use it before you hit the ground and jump realllly high. Then make sure to use it again in mid air or you will run out of charge.

That's what I wound up doing, flying all the way from Vivec to that guy's Yurt over in the North East to fulfill one of my writs for the Morag Tong. I hadn't realized just how HIGH up I was until it was time to land, and I was just pushing the down button and not seeming to get anywhere. Sure enough, the potion wore off and I fell, taking some serious damage but surviving :)
Now I wish I'd Marked it because there's a follow-up writ to take out someone nearby!
It was a treat, I have to say, to fly for that distance, but I don't think I'd want a special charm or what have you to do it all the time because I'd just skip over most of the map for the convenience of flying, missing who knows what of the game world.

I found it a really useful shrine when I was a vampire (and couldn't fast travel). I had vivec mage's guild marked so I could recall there, then if you divine intervention from there you go to palagiad which you can almsivi to balmora. Or if I walk outside I can divine intervention to ebonheart, not to mention I can almsivi to the shrine of the moon for some 24 hour leviate. Then I can cast recall, divine, almsivi and lecitate from balmora to caldera where I can cast divine to Ald ruhn. In other games I just had caldera marked so I could just almsivi to balmora or divine to ald ruhn.
mmm...vampires are so fun!
EDIT: btw, I had to use dispell when I was a vampire which is quite expensive, luckly I never became a vampire untill I was already quite powerful and all my characters have high mysticism

too stop levitating find a bed any bed that your allowed, and sleep for an hour, and all enchantments will stop. i use it to stop levitate lol.
