I'm stuck in a position of not being able to level. I went passed the 10 skills and the game seems to have started the count over again to obtain the next level. I'm still in level 1 with skills that should put me in a least level 5. I tried hitting 't' to rest with no results, I've acquired, bought, and read books to advance but the game won't go up to the next level. Any ideas on this one ?

I had this same problem when I first started Morrowind. I couldn't level up... and I couldn't understand why? IN Daggerfall all you had to do was rest... but in Morrowind you have to wait until the dialog box pops up that says...
"Rest and mediate on what you have learned today!"
That is the only way you can get to the level screen and advance your character!

I also hit a couple of weird bugs. I was fighting with one of the traders and she was getting the best of me. I hit the ring of health but instead of restoring the health it transported me outside the main jail. :o I also found out, if you steal anything from a trader and sell it to someone else, and then pick up the same item from somewhere else, and try to sell it back to the trader that you stole the original item from, he'll say you stole it from him. I guess the rule of the day is; "Don't steal from traders".

The thing about the traders is this: in an odd bug, somehow when you steal an item from a trader (not sure if it is limited to traders, honestly), ALL items of that type in the game get an ownership tag that they belong to that person. Steal a silver staff from Arrille, and all silver staves in the game now "belong" to Arrille. I haven't tested it myself (don't play a technical thief character), but have heard it enough to believe it happens to everyone, whether they notice or not.
As for the leveling - Has the game reported after increasing a skill that you should rest and meditate on what you have learned? If not, then you haven't gained a level.
You only gain levels by increasing Major and Minor skills. You can increase them through any method (training, books, or using them), and you gain a level after 10 increases.
You do NOT gain levels by increasing miscellaneous skills. Miscellaneous skills are, however, a great engine for driving up your stat modifiers. If you improve a miscellaneous skill through use, it counts towards the stat modifier for its governing statistic. It will NOT increase the modifier if you improve it through training or through reading books.
If the skills you have been using to increase levels are your miscellaneous, then you have not yet gained a level. If they were major and minor, then all I can suggest is that you are waiting (in town, not at a bed) instead of resting. The level qualifier stacks, so if you improve major skills 20 times prior to levelling, then the stat modifier will go towards the first level, and if you rest a second time, you will gain another level immediately, with no modifiers.

I'm not sure that's a bug. Think of it this way: Arrille's missing a silver staff. She looks around for it for a while and decides it must have been stolen. Then, eventually, a strange outlander shows up and tries to pawn off a silver staff....
Even if it's not the same staff, it *looks* about the same. She's an established merchant; you're a travelling stranger...if she decides to cry thief, whose word are the authorities going to believe. That way she gets a (her) silver staff back for free rather than having to buy it off some outlander!
Just a thought....

I haven't experienced that with the stolen items. The only time I have gotten "caught" is if you steal something from a specific trader then try to sell it back to them directly.
For instance, the Alchemist in Balmora had several diamonds in a chest upstairs. I appropriated them for my own causes but made the mistake of selling them right back to her the first time. However, I also stole a large amount of precious gems from the Telvanni Vault in Vivec (my greatest heist to date) and sold them to her, and she didn't say a thing. So I don't think it's a bug..... but if you steal a plate from one trader (and you have several plates) I think it will mark all of them as stolen from that one trader until you sell them all off. Just a guess.

From what I understand, however, the tag extends beyond that owner. If, for instance, you steal something from Arrille, trade it to Wayn in Balmora, and then find another on your journeys, if you ever need to speak to a guard to pay a fine, that item (and all like it) will be removed from your inventory because they are "stolen". Like I said, it hasn't happened to me, but I have heard quite a bit about it. Interesting side note: enchanting the item takes the flag away.

Thanks that helps. I did find the meters for each major/minor skill level, it looks like 1/10 of a point everytime the message pops up. It's really confusing when you buy knowledge a it doesn't show up on the leveling meter. I'm on level 2 now so I think I have it figured out. I should move up pretty quick now because I have a lot of different skill meters that are red. Thanks.
PS - My original character was a wimp. I dumped the 'High Elf' and went with a 'Brenton', he seems to have more balls than the elf.
