It's pretty hard to do if you've never done it. You have to take it apart, and there are like sandwiched layers. Usually I'm hearing the power supply is the thing that goes out to them lately. Either way, a power supply or the lights are kinda cheap. However, the expertise at resoldering and taking it apart without damaging the unit usually is above the common user.
If you know someone who can do it, try that. But 23 inch monitors right now are running around $160 US. not too bad for new monitor.
