I have bought a land deed at the hlaalo treasury but I cant find the land and the hut that I bought I'm told it's south of Balmora on the northeast slopes of the odai river.

You're looking for the Odai Plateau. It's pretty much north east from Hla Oad, just grab a boat there and head NE for about 100-200 meters, you can't miss it.

Talk with 'Uncle' Cassius (sp?) he can tell you who can build your stronghold there, he can tell you what you need to know. You'll also need a deed from the Duke before you can start construction.
