Eh, I know I'm gonna regret this later considering all I have to do...but I'm gonna toss my hat into the ring yet again.
I checked out the size restriction needed for the contest and it'll be doable considering all I have going on. Since it's gonna be another few weeks til I'm able to work on TDM, I figured I'd go ahead and do this.
I've already got a good concept and everything...all I need to do is figure out how best to use the space I have available.

My entry's looking OK, I guess, but It's gonna take me a while to work out a decent workaround for thr "no splitting boxes" regime. If only we still had portals...
Just saying though, 4 40x40x40 cubes really is incredibly small, I'm just about managing to squeeze 6 rooms out of it, and none of these are particularly big.

What kind of scale are you using? A single room can easily be 256x256x176, so that's 8 per cube.
I28 is too narrow for anything but a small corridor or hidden passage, and human sized NPCs might have trouble with it if the smeshes take up too much room (Garrett can fit through 48s, but the AI seems to need about 72 to be able to navigate through spaces)

If I am using the proper scale... unfortunately, most of static meshes (buildings) are higher than 640 (704 or - usually - 896 [without the base]). :( I wish Komag allowed us for 640x640x896 cubes.

I'm using normal scale, I regularly test by putting garrett in it and i some places he is squeezed quite tightly.

Well, you might be okay with the tops of the buildings Bukary, but you'll need to Komag to rule on it.
Basically you have no control over their heights, but they don't need to be entirely contained in the bsp - the roofs can stick out of the world and will still be rendered (assuming they intersect the sky).
Since you can still see them they might not be allowed, since the rules say it's okay for bits of meshes you cant see to stick out, but a little leniance here might be excusable, since the buildings are likely to be used by almost anyone with an outside area.
