I've played through Deus Ex about three times now, and I have yet to find the nanotech upgrades that Tong says is near the Canal Road tunnel collapse. I've established that it's underwater, and there's a really weird clipping error of some kind in the canal district. I can see through one wall, into something that looks very much like the Canal Road. I asume that that is where I want to go, but how on earth do I get there?!

I know, this puzzled me a bit.
This is kinda hard to describe, so bear with me please...
Look around the canal district until you find a restaurant. It has a fat whore [really!], someone who thinks your Paul, and two other people. Go into the kitchen behind them.
Go into the freezer room.
In the middle of the freezer room is a pile of boxes. Climb up them, get into the vents that are on your right when you enter via the kitchen.
When you enter the vents, turn left and just keep going. It's that simple. But be warned, decent swimming skills/good aqualung aug/rebreathers come highly reccomended. And the goodies Tong mentions [which in actual fact is just an aug upgrade canister] is gaurded by baby krakens.

Or just use the max inventory bug and get all the upgrades you want from Jamie! (Provided you asked him to come along that it and/or are willing to exploit a bug)

This has got to be one of the most obscure "secrets" in Deus Ex. Takes the piss really. That the emergency exit of a major road leads to ... the freezer room of a small bar? Madness. Utter madness. :/
But anyway, it's a good find - one that I only found due to the way I play the game (i.e. anal obsessive).
Loké's got the directions pretty much spot on though. Even the fat whore. ;)

I would also recommand a level 2 (or above) Regeneration aug so that you won't suffer from lack of O2, and a melee weapon to deal with these annoying "guards". (Who said "Dragon's Tooth"?)

You can get away with decent swimming skills and rebreather's/aqualung.
