do not kill Vivic and bring the Artifact with you to the dwarf in the corprusarium if you havent completed the mission to cure your corprus disease. he will be so busy concerned about the damned wraithguard artifact that he wont give you the text option to retreive the boots for the wizard.
I tried resetting him by removing a price on my head, i tried completing the "jerryrigged wraithguard" mission to see if he would then let me talk about the boots, i tried everything. luckily i had a back-up save file.
hope this saves some people a headache!
