Can't remember the withershins quest, but can help you with Gentleman Jim. He is in Vivec Foreign Quarter canal works. Go to Siminie Fraline's bookshop there, and go through the door at the back of the shop. It's locked, but there is a convenient screen in front of it, so you can lockpick with impunity. Jim Stacey awaits on the other side.
When you do his quests, make sure you finish all the Bal Molagmer quests (a special little series of side-quests) before you do the last 'ordinary' one (the one which gets you the grandmastership), because he retires (i. e. disappears) then.

I'm having pretty much the same problem with the "Kill the Thief Master" quest. I found the bookstore, and I can see the door, but I can't for the life of me get inside of it. It's locked with a Lock Level 65. I trained Security as high as it will let me go (30), and I still can't pick the lock using master lockpicks.
I'm about ready to just give up on this quest until I can train security higher.
[I am also playing it on the xbox. I dunno if that makes any difference.]

How strange that you don't have any lock-defeating scrolls...

I am a noob. heh. This is my first time playing the game.
I tried using a scroll on the door. The door shimmered a little bit, but nothing else happened. Door was still locked when I tried to open it. I was expecting the lock level to go down or something, but no dice there.

If the strength of the spell is greater than the lock level, the door will be unlocked. If it's less, the spell will fail. You don't actually alter the lock level.
