I wouldn't be surprised... Reading that the little phrase booklet it seems that whenever you have to decline something, there's only some super-polite roundabout way to say it ;)

But it's true that they don't really use that word too often. Most often you hear it, when someone is praising you and you want to appear modest because it's The Right Thing To Do.
"Kekkou desu" - "No thanks" is more useful for a short-time stay, I'd wager.
