I just read on Wikipedia that if you let Billie live during your encounter in JC's fortress of solitude, that you'll run into her again on Liberty Island.
I definitely put her to sleep with the boltcaster tranq gun, yet I never ran into her on Liberty Island. What did I do wrong?

It probably registered it as a kill, like it does if you knock Sandra unconcious in New York. I'd imagine you have to just run away and activate the last button to see her again.
I've always just shot her though. Next time I play I'll have to try that.

Huh - I didn't see that happen when I did my "no kills" run, although I can't say I particularly searched for her on liberty island.

Yes, she'll definition show up on LI. On one play through I wounded her just enough for her to run away, and another time I just ignored her and ran for the exit since she wasn't worth the hassle. Sadly, I don't think there's a convo with her on LI. Once she opened fire on me on sight, and the other time I beat her face in with the baton and super strength before she could torch me. But convos in that area tend to get messed up anyway since everyone starts panicking as soon as there is any gun fire (like preemtively sniping templars through the walls/floors).

I don't know if she's more chatty for a templar playthrough, though it's an interesting notion. I've never taken that option in the game, and I can't imagine I ever will, not even out of curiosity.

If you side with the Templars in Cairo, she will be friendly when you meet her on Liberty Island. And you will get a different dialogue. But like gunsmoke said, I wouldn't describe her as chatty.
