I'm sure it's a console thing. Precision movement is a lot easier with a mouse & keyboard unless you are super precise with a thumbstick. So rather than make a game where console players spend all their attention fighting the controller and trying not to fall, or designing the levels to look & play like a platformer, they added contextual jumping/mantling and swoop. It's probably a fine decision for the console, but it sucks for PC players.
I suspect the same console movement difficulties are what motivated including the Blink ability in Dishonored. The difference is that you can play Dishonored with a keyboard & mouse and reach 90%+ of areas the regular way without using Blink.
There's no need for (and no excuse for) contextual movement over free-form, unless you suck at level design.

That's nonsense. I hardly imagine that consoles controllers can give you trouble on platforming sections, and the blink ability was basically made to reach high places or quickly move from one spot to another

While I agree mouse + keyb feels more efficient, I think your argument about Blink is a tad absurd.

As has been pointed out already, this is
nonsense, but I'll elaborate a bit. Mouse is more precise for looking around and aiming. Movement on the other hand is not done with the mouse if you're using m+kb, it's done with the keyboard, which has digital inputs. A thumbstick has analogue input which not only allows for easier altering of your movement speed but also allows you to move on more directions than the 8 directions WASD allows you to move in. When it comes to movement, gamepad is more precise than m+kb. Not being able to fall off the beams in Thief is a ridiculous design decision, and one that has nothing to do with consoles.

I'm pretty sure they are upset of our opinions and want to make us regret or..
They were making a prototype build of the game that was so awful that they had to start from scratch and rush, making the game's environment and actions limited
