I tweaked my bloom settings according to Drac's suggestions above, and it's (
http://users.chartertn.net/greymatt/obv_7.jpg) absolutely jawdroppingly beautiful. It's noticable, but subtle enough so isn't distracting.
Once I get a card capable of handling HDR, I probably still use the bloom in lieu of it.

a kind person has created a 3rd person camera mod that removes the problems that i mentioned before!! (
http://www.tessource.net/files/file.php?id=1840) i'm pumped! but now i have to once again worry about the framerate being about 5-10 fps lower in 3rd person mode.
so i am trying to see if anybody has any ideas on how to tweak it?
i think that the reason 3rd person is slower is that the game is rendering the extra polygons on the player character. so it seems like if there is some way to either lower the polygon count or the texture detail (or both) on the viewable player character, without lowering the detail on the rest of the world, it shouldn't drop the fps too much ...
but is this even possible?

You want to edit these 3 fields...
[Grass]
iMinGrassSize=130 (grass density, the higher this number the less dense it is)
fGrassEndDistance=8000.0000 (the higher this number, the farther it's drawn)
fGrassStartFadeDistance=7000.0000 (how far it begins to fade off in the distance)

Turns out I don't need it. I used the bloom tweak and it looks 95% as good as HDR and the game runs much faster. I prefer the settings fAlphaAddExterior=0.2500 and fAlphaAddInterior=0.7000 though. And now I can turn on AA and tree shadows.

What's the deal with making the .ini file read-only for these tweaks to work? I read this on that grass tweak thread on the ES forums.

Apparently the game keeps overwriting it otherwise, which seems to defeat the object of having settings in an .ini file in the first place. I've not tested it myself though.

It's so your tweaked settings don't reset themselves when you go visit the video options ingame.
