I've only had to do a console "ToggleCollision" once, in the Vivec Library when I was doing a table dance for the guards... I've never heard of "fixme." Thanks for that, I'll be sure to remember it.
And yeah, to go along with Stainboy's comment on the topic, I've gone through a dungeon and looted the whole thing and all that, and then later on I've needed that dungeon for a quest and had to resort to console cheats to get what I needed out of it... damn Bonebiter bow... :)

Cliffracers. Damn those pesky flying rodent thingamajigs. Got swamped by a ton travelleing back from Ghostgate, at about level 3; then I remembered my Divine intervention scrolls :ebil: . Where's your ganging-up-on-one-weak-adventurer tactics now, huh?!
