Have you found the Black Dart Gang's hideout, with those two or three guys hanging around the front door to it? If yes, then turn around, and go back up that big slope, and keep walking until you come to the next door out of that area. The torch should be near the door.

But, unless you've got a lot of Water Breathing spells or potions or amulets or whatever, I'd try to kill them another way. The black darts that they carry are some of the best weapons in the game, and you don't want to waste the chance to get them. If you have a high enough Sneak*, you should try killing the gang members individually instead of flooding their chamber, so you can loot their bodies. However, if you've got some Water Breathing spells, then take the easy way out by flooding their chamber, then swimming down to loot all the bodies.

*You really do need to sneak up on them. If they see you, they'll throw their darts at you, which only ends one of two ways: 1) They miss, and you lose a dart you could have added to your inventory, or 2) they hit. If they hit you with one of their darts, you're dead.
