No, they don't cancel each other out. Look at the weapon's properties, and you should see percent-accuracy you have with that weapon. That number includes your skill level for that weapon (based on the weapon's category), plus any accuracy weapon mods you've used on it. If you want to use the scope or laser on top of that, just press whichever key you've set for scope or laser. (Personally, I have scope and laser both bound to my middle mouse button.)

When you only have a laser installed, turning it on makes it so every single shot you make goes exactly to the laser dot. 100% accuracy. This is possibly a bug. Installing a scope undoes this and the weapon has its listed accuracy again even when only using the laser.
