I'd start thinking about going to RMA the board - at this point, it's pretty much either the board or the cpu, and I doubt it's the cpu - I think I've never seen a bad cpu in my life, unless it was physically broken.
anyway, if you already have that speaker on the way, I'd probably wait for that, just to see what kind of error code will you get. if it reports no cpu, than maybe try to RMA both the board and the cpu.

Yeah, that's pretty much my plan of action. The only nuisance will be if a new board turns up and I get the same problem.
Processor looks fine.

the RMA guys should try the board out, and if it works fine, they should let you know (most retailers will not replace parts unless they confirm that they are actually broken).

That might sound stupid but are you sure you were not forgetting to plug in the 8-pin CPU +12V in addition to the ATX power connector? Asking this because when putting together my new computer yesterday all I got was a black screen and a CPU fan that started and stopped immediately, and I spent a far longer time than I should admit trying to straighten barely bent-up pins on the CPU socket, then putting it back in, applying thermal paste, booting it up, and starting the process all over again when nothing changed. Turned out the CPU power connector was disconnected on the PSU side.

Ok, the motherboards speaker I ordered arrived broken into tiny pieces, so in the interests of moving things along - what is the best move here:
1) RMA the motherboard - will cost me €26, buy a different motherboard in the mean time and cross fingers for successful RMA
2) Buy a cheap CPU compatible with the motherboard's earlier BIOS to see if it does in fact work and then I can try to install windows and flash the motherboard BIOS

at this point, it's pretty much a flip a coin situation. I'd say if you can get a cheap compatible cpu and return it afterwards then there is no harm in trying.

I'm leaning that way as I would prefer to not have to find a different motherboard.
My next question: would the weedy Celeron I picked out earlier be capable of running W8.1 well enough to enable me to update the BIOS?
Because if not and I need to buy a slightly more expensive one, then that tips me further towards option 1.

pretty sure any cpu from the last decade can run 8.1.
