There are quite a few houses that you can take over simply because the owner is already dead (if you don't mind having to trip over the dead body)... you'll find them all over the place.
There are also plenty of quests for different factions that have you kill off the person (i.e. bounties for the Fighter's guild), these NPCs that you knock off leave behind an empty house that's ripe for moving in.

You can also get a house by meeting the Khajiit Ahnassi in the tavern in Pelagiad. [SPOILER]If you do the missions for her, she gives you a key to her house, and you are allowed to use any of the crates, chests, etc. without breaking the law. Ya, and she also tells you where the acrobatics master trainer is.
Btw, if you go to the master after you find out about her through Ahnassi, and select ahnassi from the topics list, the master goes to 100 persuasion.
On the whole, I found the Ahnassi Missions fairly well done, though I wish there were more of them.
I really want to buy the computer version of Goty cause not being able to make mods is a major bummer on XBox.
