I recently spent some time downloading a number of plugins for Morrowind, but found, much to my dismay, that a number of them simply wouldn't function.
The Data Files menu option mentions that my Morrowind.esm file is more recent (or, more specifically, it says that it has been changed more recently) than the plugin files, but running Morrowind that hasn't been patched to v1.2 didn't fix this.
Anyone have any ideas as to why this is happening?

That's because you can patch Morrowind to v 1.6 something if you have Bloodmoon. That's why the messages are given. And since there are some functions that only work with Tribunal/Bloodmoon, you may have to get one of the expansions for the plugin to work.
If the plugin is for Morrowind only (It may say in the readme that came with the plugin. There is a readme, right?), try opening them individually in the Construction Set, then re-saving them. This should get rid of the message.
Note: This won't work if the plugin was made with the expansions.
