The people of Gaza has literally nowhere to run. The borders of Israel and Egypt are closed. They are in a rat-trap. They are having a serious shortage of food and water. The only way they can get it is through the aid trucks that can only go there during the three hour cease fire.

"They" implies that civilians and Hamas share the blame. Even then that´s not an excuse to let children suffer.
