Through the Looking Glass is first and foremost a Thief fan site. Spitter is referring to the most contentious rumor in the Thief community: the existence of the bow upgrade. Clearly he is a non-believer.
He means that your Dagoth-Ur rumor is no more true than the confluence of events that are supposed to result in ‘the bow upgrade' in Thief. I will not voice an opinion on the latter; I would not wish that debate to spill into the Morrowind forums. Besides the general improbability of the idea of playing as Dagoth Ur, its careful crafting sounds like the usual sort of e-mail hoax or internet legend. I have spent enough time in the construction set to state that there is no such rumor or journal entry. My experience has also taught me that the game mechanics are not capable of such a ‘quest'. If it were possible there would be virtually no limit to what modders could achieve with the game editor.
