If you want a nice, flexible system, with powerful scripting..use Doom 3 or Quake 4. Quake 4 might be better since it has some editor enhancements over the doom 3 version of Radiant. Only minor, but might as well start from there.

If you mean a First Person Shooter, then sure. Again I reference you to Deus Ex, which given it was based on unreal you might be able to (ahem) borrow some of the code for.
