I don't have a clue about the first question.
The second one I might know. Does the the thread have 'Moved' at the beggining? If it does, then it was moved to the (
http://www.ttlg.com/forums/forumdisplay.php?s=&forumid=124) 'Morrowind Hints and Spoilers' forum, since it was probably asking for hints or spoilers. Clicking on it will take you to where the thread was moved, including any responses.

answering your first question, hehe have you tried rebinding the key that controls scrolling your spells up and down??

However I swithched OS's last night from ME to XP and the game ran smoother and with no key lock ups. Mmmm begining to think OS was the problem! thanx for yuor reply

No, no, I've had that happen to me too, I think it's when the game thinks you have either ctrl or shift held for some odd reason. Try moving items to see which it is. (Shift moves all in a stack, ctrl moves 1). Then try repeatedly pressing and releasing the key to see if it un-registers. You might need to restart no matter what, I couldn't seem to get it to turn off :P

Personally, I've found that it's faster and safer to just right-click and select whatever spell/magic item you want from the magic menu. That way, the action is paused while you're selecting. And as you get further in the game, you will probably have so many magic items on you that scrolling through to find the right one would take way too long. Especially when that fire atronach is bearing down on you
Another option is to use the hotkeys for frequently used items, or items that you might need rapidly. If you don't know how to use the hotkeys, just press F1 in game. From there, it's pretty self explanatory.
