Along the road between Gnisis and Ald Velothi is a small pond with a lady standing nearby. She asks you to retrieve her lost ring from the water. It is a simple, unenchanted, expensive ring, which means it is very hard to find (it is small and black). Look near the first few clumps of reeds. It isn't very far into the pond. When you pick up the ring, she says something like "No good deed goes unpunished!" and attacks you! She is quickly joined by her transparent friend, who was hanging out near a tree, just up the path (you can find him before the fight, but he doesn't have anything to say). The transparent guy has a bow and the lady has poisoned weapons, so be careful when you spring the trap. Better yet, just attack them first, since they are easier if you don't give them a chance to hit you with their ranged weapons. The transparent fellow has a nifty Ring of Surroundings with a strong (but not constant-effect) chamelon spell.

If you have trouble finding them, go to Ald Velothi, then head in a south-easternly direction. They are found somewhere in this region, south of the Dwemer ruins and east of the Ashlanders' yurt. It's been a while since I did this quest, so I can't give better directions. If you still have trouble finding it, there may be other threads talking about this quest, so maybe do a search.

By the way, there is also another transparent guy - very transparent - in Vivec. I don't recall which canton, but you "find" him in one of the plazas. There is a minor quest associated with him, involving a telvanni wizard, which is rather humorous.
