Specs: Quad-core WinXP SP3 with the Multi-core fix applied. The rest is all default.
I've read some people's Thief gameplay speed is too fast - I have only a part of that problem. My in-mission gameplay is normal, but while on the pre-mission screen (inventory screen, where you can buy stuff), when I click on an item (so it rotates), it rotates way too fast.

It is a common issue.
For me, an arrow in the buy menu spins so fast, it looks like a full circle now.
I think it also affects some water/lava animation.
Gameplay core is mostly unnafected by cpu speed. I think.

Have you tried setting your screen refresh rate to 60 (if it isn't already) and then enabling vertical sync?

This is just on the loadout screen, and is like this for everyone with a modern PC. There is no impact on gameplay so why bother trying to do anything about it?
