I just began playing DX1, and am at hell's kitchen. I am now having difficulty managing my inventory, as I have 5 weapon upgrades that I don't know what to use on.
In most other RPGs, there are places that if you drop EQ it remains until you pick it up again. Where can I drop stuff that will save over levels?

Anywhere. Thing is, though, you come to points -- and you may not see them coming -- where you become unable to revisit some levels. So, until you've played through the game a couple times, you'd do best to pick up your stuff again and use it before leaving any level.
However, if you want to ask for tips on what weapons to modify, you could tell us what you have and we might be able to give you some light, non-spoiling hints.

Nowhere. DX is very strongly mission-based. Some missions are made of a few connected maps, but once the mission is over you'll never see those maps again (though you will see maps that look a lot like them).
Just use the weapon mods on whatever your favorite weapons are. You've already seen 90% of the weapons in the game. This isn't like Doom where they keep doling out bigger and bigger guns as you progress.

If you want an answer more based on advice, then I'll suggest you choose to modify weapons which fit the Skill you're developing most, and preferrably, stick to modifying one or two "main" weapons at a time. If you are raising your Rifle skill, modify the assault rifle or sniper rifle. If you are raising your Pistol skill, modify your Pistol, your Stealth Pistol, or your Mini-Crossbow.
Don't underestimate a good pistol.
Also, remember - many ways exist to complete your missions. If you become a Jack-of-All-Trades, you'll be master of none. I hope that helps.

Oh, and don't worry too much about losing weapon upgrades - if you go exploring in the game there are loads.

Yes. The laser dot shows EXACTLY (in theory... at least according to the engine, from what I'm told) where a bullet will hit if you fire. Adding a scope to an already laser-modded weapon will neutralize that perfect-accuracy advantage. Either that was a programming oversight, or a programming or gameplay compromise. Having both on one weapon isn't such a terrible thing... scopes and laser weapon mods are common enough that wasting one shouldn't be much of a problem. With Master skill level, wasting a laser mod that way matters even less.

WRONG. Every weapon upgrade is precious, since weapons can take multiple upgrades.
Guns in DX are so customizable, they're almost like party members. That wimpy pistol from the first mission can be a rapid-firing pocket-sized sniper rifle by the end of the game.

Well, maybe they're fairy dust to you - but I always ended up with my "party members" maxed out, so I had spare weapon mods.

Well, it really depends on which weapons you're using. Obviously melee weapons don't take mods.
