Just our luck....we can't seem to keep the druglords and other sorts of criminals -out- of our streets and inside their slums or Scarface-inspired mansions....bleh.
'sides, a bulletproof car wouldn't work neither in Brazil or Mexico (the criminals would simply up the firepower to be able to blow it up ;)).
Eh, criminal issues aside, Braz Taffer, have you travelled outside of Brazil, yes? :)

Yeah, we are received in the shanty towns with grenades and machinegun fire. The best thing to do is buy a tank and use it.

Yeah, I've been to Haiti during the start of the Peacekeeping Operation. And about six hours in Bolivia. :P
