So, I play the English version of Thief 2 and on the OMs, I have run into the issue of books and other readables are in German, but my items, menus, and objectives are in English. Any thoughts on how to correct it.
I play with the HD mod and this occurs when I put the HD mod in OM mode, but if I put it in FM mode, the readables are back in English.

the simple fix is to delete the german text files and leave the english files
i once had that problem in fan missions and it fixed it ,but not sure in main game german files where it is located

Where would I locate those files?

I have gone through the OMs and some of them have German objectives, but English readables, and some of them have English objectives, but German readables. A few mission display English properly. I think some of them have missing English files, where would I find them?
UPDATE: I found the problem. The language in the cam.cfg file was set to German for some reason and I changed it to English and that solved the issue.

Nevertheless I ask myself where the german files came from. The original CDs only support one language, is yours something like a multi language steam installation? :confused:

The german files most likely came with T2Fix. I have looked at my current Thief 2 installation as well as a few older installations today and found some cases where german and english files were present in folders/directories or even .crf files. The dates of some of the folders were the ones when I upgraded an installation made with T2Fix v1.27d with its follow-up, T2Fix v1.27e.
In my current installation, there is a folder called MODS\Thief2 Fixed. It contains some unpacked resources, like content of in-game folders like books, Intrface and Strings. At least books and Strings contain german and english files. I then unpacked and compared the appropriate files from my ancient Thief 2 CDs, and there was no English in sight there.
Some other installations also had english and german resources, but in .crf files found in RES\RESPATCH. Thief 2 itself, especially once patched from v1.07 to 1.18, was also an untidy mess already, having two or three different folders with .cfr's with identical names (books.crf etc.) inside. No wonder it all became a mess after installing yet another update (T2Fix).
Most likely, the combined english and german resources were put into T2Fix to make it easier to patch an existing Thief 2 installation, regardless of whether its language was English or German. Additionally, I have only rarely seen cases where the game did not use the language set in the "language" line of DARKINST.CFG (or INSTALL.CFG for Thief 1). My "fm_language" setting in cam.cfg, for example, currently is English, despite me having played the last missions in several different languages (by editing DARKINST.CFG), and none of them being English. I think FenPhoenix once mentioned in the AngelLoader thread that the "fm_language" is frequently set incorrectly or improperly restored by the game.
Must be the Trickster's AKA Constantine's work. Damn this wretched pathetic creature made of flesh and bone...:p
