I don't think that's quite accurate. Also I don't believe it was napalm, just incendiary weapons (just something that burns very hot).

After doing some very successful tests, they canceled the project due to having found a little bit more of a foolproof tool (the atom bomb). From the documentaries I've seen (and I've seen every weird weapons of WW2 documentary there is to see), things were going quite well for the project until it was basically not needed.
