Also, what kind of a retarded attitude is that, what the Indonesian government is showing? H5N1 being an intellectual property? Did they actually develop it or what? In this case I think the question of who made a vaccine from that strain is the last thing they should be worried about...

I have no problem with them asserting ownership of the disease, so long as they're willing to take full financial and moral responsibility for any damages caused by their property. In practical terms, that would mean that anyone negatively affected by the virus would be able to take them to court, in the same way that someone attacked by a loose dog would be able to take action against its negligent owner.
They seem to want the benefits of owning something without the responsibility for it that that entails. Once the question of responsibility enters the equation, ownership becomes much less desirable.
