My top three so far (in the original Morrowind) are, in no particular order:
- Daedric Dai-Katana
- Ice Blade of the Monarch
- Umbra
The Daedric Dai-Katana has the best maximum "normal" damage.
The Ice Blade of Monarch has the best damage with the magic damage (frost) included.
In the end however, I use the Umbra, partly because it has the most even damage between the three different strikes, but mostly, because it weights "only" 40 compared to the 60 of the other two. My character is focused on heavy armor, the full gear of which can get very heavy, so even with a 100 strength I'm constantly over-encumbering myself with stuff, and need to save weight.
Each of the three are quite difficult to get, you need to kill the previous owner to get your hands on these, and they can put up pretty good fights. Your first experience of these swords will be in the receiving end ;)

Bluebrand is the editor name for Eltonbrand.
As for turning Goldbrand into Eltonbrand...
First: become a vampire!
Second: go to Sirilonwe in Vivec. Have a chat. Talk about 'someone killed' and do the mission she wants. Come back. Have exactly 11171 gold on you when you talk to her to finish the quest. Plus Goldbrand, of course.

I've specialized in short swords. What's the best one available in Morrowind and BloodMoon?
I have the Ebony short sword which is pretty good but I expect there should be better ones than that.
